On Friday, June 1, Florida governor Rick Scott stated that officials at the Florida Department of Emergency Management had promised that the state won't face a hurricane while he is in office, but said individuals should be prepared just in case. Why would FDEM say that? Do they have the power to stop a hurricane from happening? Do they also have the power to make one?
