US Admits The Existence Of Weather Control/Weapons

I them went to the website that it came from, which is here: http://myopinionsowned.blogspot.com/2013/06/dod-news-briefing-from-1997-exposing.html.
Finally, I went here: http://www.defense.gov/Transcripts/Transcript.aspx?TranscriptID=674, and looked it up personally. It is there. I have seen it with my own eyes.
