Definition

The U.S. public health system and primary healthcare providers must be prepared to address various biological agents, including pathogens that are rarely seen in the United States. High-priority agents include organisms that pose a risk to national security because they

• can be easily disseminated or transmitted from person to person;
• result in high mortality rates and have the potential for major public health impact;
• might cause public panic and social disruption; and
• require special action for public health preparedness.

• Anthrax (Bacillus anthracis)
• Botulism (Clostridium botulinum toxin)
• Plague (Yersinia pestis)
• Smallpox (variola major)
• Tularemia (Francisella tularensis)

Category B

Definition

Second highest priority agents include those that

• are moderately easy to disseminate;
• result in moderate morbidity rates and low mortality rates; and
• require specific enhancements of CDC's diagnostic capacity and enhanced disease surveillance.

Third highest priority agents include emerging pathogens that could be engineered for mass dissemination in the future because of

• availability;
• ease of production and dissemination; and
• potential for high morbidity and mortality rates and major health impact.

U.S. Law Allows For Human Experimentation Of Biological And Chemical Warfare Agents On Civilians?!?

I have read it myself.  Not only is it a federal program, but it is done in cooperation with local officials as well.  Here's a sample:

§ 1520. Use of human subjects for testing of chemical or biological agents by Department of Defense; accounting to to congressional committees with respect to experiments and studies; notification of local civilian officials

(a) Not later than thirty days after final approval within the Department of Defense of plans for any experiment or study to be conducted by the Department of Defense, whether directly or under contract, involving the use of human subjects for the testing of chemical or biological agents, the Secretary of Defense shall supply the Committees on Armed Services of the Senate and House of Representatives with a full accounting of such plans for such experiment or study, and such experiment or study may then be conducted only after the expiration of the thirty-day period beginning on the date such accounting is received by such committees.

(b)(1) The Secretary of Defense may not conduct any test or experiment involving the use of any chemical or biological agent on civilian populations unless local civilian officials in the area in which the test or experiment is to be conducted are notified in advance of such test or experiment, and such test or experiment may then be conducted only after the expiration of the thirty-day period beginning on the date of such notification.

(2) Paragraph (1) shall apply to tests and experiments conducted by Department of Defense personnel and tests and experiments conducted on behalf of the Department of Defense by contractors.

World War III - Iran declares war on America

World War III - Iran threatens biological warfare against the U.S.

In another Iranian warning, Brig. Gen. Mohammadreza Naghdi, the head of the Basij paramilitary forces, said the regime is involved in a war that expands on five fronts with America, according to the Islamic regime’s media outlet Fars News Agency.

Fars reported Sunday that in a speech to Basij forces in Khorasan Province, Naghdi said, “We are at war with America in the political front, cultural, economics, science and technology.”

Claiming that America’s economy is disintegrating, he said, “America’s military budget has been reduced and they don’t have the means for battle.”

Naghdi said Western culture is on the verge of destruction and claimed, “All Western analysts are sure that America will fall.”
