INTRODUCTION

The revolutionary development of modern weapons within a world divided by serious ideological differences has produced a crisis in human history. In order to overcome the danger of nuclear war now confronting mankind, the United States has introduced at the Sixteenth General Assembly of the United Nations a Program for General and Complete Disarmament in a Peaceful World.

This new program provides for the progressive reduction of the war-making capabilities of nations and the simultaneous strengthening of international institutions to settle disputes and maintain the peace. It sets forth a series of comprehensive measures which can and should be taken in order to bring about a world in which there will be freedom from war and security for all states. It is based on three principles deemed essential to the achievement of practical progress in the disarmament field:

First, there must be immediate disarmament action:

A strenuous and uninterrupted effort must be made toward the goal of general and complete disarmament; at the same time, it is important that specific measures be put into effect as soon as possible.

Second, all disarmament obligations must be subject to effective international controls:

The control organization must have the manpower, facilities, and effectiveness to assure that limitations or reductions take place as agreed. It must also be able to certify to all states that retained forces and armaments do not exceed those permitted at any stage of the disarmament process.

Third, adequate peace-keeping machinery must be established:

There is an inseparable relationship between the scaling down of national armaments on the one hand and the building up of international peace-keeping machinery and institutions on the other. Nations are unlikely to shed their means of self-protection in the absence of alternative ways to safeguard their legitimate interests. This can only be achieved through the progressive strengthening of international institutions under the United Nations and by creating a United Nations Peace Force to enforce the peace as the disarmament process proceeds.

There follows a summary of the principal provisions of the United States Program for General and Complete Disarmament in a Peaceful World. The full text of the program is contained in an appendix to this pamphlet.

FOR GENERAL AND COMPLETE DISARMAMENT
IN A PEACEFUL WORLD

SUMMARY

DISARMAMENT GOAL AND OBJECTIVES

The over-all goal of the United States is a free, secure, and peaceful world of independent states adhering to common standards of justice and international conduct and subjecting the use of force to the rule of law; a world which has achieved general and complete disarmament under effective international control; and a world in which adjustment to change takes place in accordance with the principles of the United Nations. In order to make possible the achievement of that goal, the program sets forth the following specific objectives toward which nations should direct their efforts:

• The disbanding of all national armed forces and the prohibition of their reestablishment in any form whatsoever other than those required to preserve internal order and for contributions to a United Nations Peace Force;
• The elimination from national arsenals of all armaments, including all weapons of mass destruction and the means for their delivery, other than those required for a United Nations Peace Force and for maintaining internal order;
• The institution of effective means for the enforcement of international agreements, for the settlement of disputes, and for the maintenance of peace in accordance with the principles of the United Nations;
• The establishment and effective operation of an International Disarmament Organization within the framework of the United Nations to insure compliance at all times with all disarmament obligations.

TASK OF NEGOTIATING STATES

The negotiating states are called upon to develop the program into a detailed plan for general and complete disarmament and to continue their efforts without interruption until the whole program has been achieved. To this end, they are to seek the widest possible area of agreement at the earliest possible date. At the same time, and without prejudice to progress on the disarmament program, they are to seek agreement on those immediate measures that would contribute to the common security of nations and that could facilitate and form part of the total program.

GOVERNING PRINCIPLES

The program sets forth a series of general principles to guide the negotiating states in their work. These make clear that:

• As states relinquish their arms, the United Nations must be progressively strengthened in order to improve its capacity to assure international security and the peaceful settlement of disputes;
• Disarmament must proceed as rapidly as possible, until it is completed, in stages containing balanced, phased, and safeguarded measures;
• Each measure and stage should be carried out in an agreed period of time, with transition from one stage to the next to take place as soon as all measures in the preceding stage have been carried out and verified and as soon as necessary arrangements for verification of the next stage have been made;
• Inspection and verification must establish both that nations carry out scheduled limitations or reductions and that they do not retain armed forces and armaments in excess of those permitted at any stage of the disarmament process; and
• Disarmament must take place in a manner that will not affect adversely the security of any state.

DISARMAMENT STAGES

The program provides for progressive disarmament steps to take place in three stages and for the simultaneous strengthening of international institutions.

FIRST STAGE

The first stage contains measures which would significantly reduce the capabilities of nations to wage aggressive war. Implementation of this stage would mean that:

• The nuclear threat would be reduced:
     All states would have adhered to a treaty effectively prohibiting the testing of nuclear weapons.
     The production of fissionable materials for use in weapons would be stopped and quantities of such materials from past production would be converted to non-weapons uses.
     States owning nuclear weapons would not relinquish control of such weapons to any nation not owning them and would not transmit to any such nation information or material necessary for their manufacture.
      States not owning nuclear weapons would not manufacture them or attempt to obtain control of such weapons belonging to other states.
     A Commission of Experts would be established to report on the feasibility and means for the verified reduction and eventual elimination of nuclear weapons stockpiles.
• Strategic delivery vehicles would be reduced:
     Strategic nuclear weapons delivery vehicles of specified categories and weapons designed to counter such vehicles would be reduced to agreed levels by equitable and balanced steps; their production would be discontinued or limited; their testing would be limited or halted.
• Arms and armed forces would be reduced:
     The armed forces of the United States and the Soviet Union would be limited to 2.1 million men each (with appropriate levels not exceeding that amount for other militarily significant states); levels of armaments would be correspondingly reduced and their production would be limited.
     An Experts Commission would be established to examine and report on the feasibility and means of accomplishing verifiable reduction and eventual elimination of all chemical, biological and radiological weapons.
• Peaceful use of outer space would be promoted:
     The placing in orbit or stationing in outer space of weapons capable of producing mass destruction would be prohibited.
     States would give advance notification of space vehicle and missile launchings.
• U.N. peace-keeping powers would be strengthened:
     Measures would be taken to develop and strengthen United Nations arrangements for arbitration, for the development of international law, and for the establishment in Stage II of a permanent U.N. Peace Force.
• An International Disarmament Organization would be established for effective verification of the disarmament program:
     Its functions would be expanded progressively as disarmament proceeds.
     It would certify to all states that agreed reductions have taken place and that retained forces and armaments do not exceed permitted levels.
     It would determine the transition from one stage to the next.
• States would be committed to other measures to reduce international tension and to protect against the chance of war by accident, miscalculation, or surprise attack:
     States would be committed to refrain from the threat or use of any type of armed force contrary to the principles of the U.N. Charter and to refrain from indirect aggression and subversion against any country.
     A U.N. peace observation group would be available to investigate any situation which might constitute a threat to or breach of the peace.
     States would be committed to give advance notice of major military movements which might cause alarm; observation posts would be established to report on concentrations and movements of military forces.

SECOND STAGE

The second stage contains a series of measures which would bring within sight a world in which there would be freedom from war. Implementation of all measures in the second stage would mean:

• Further substantial reductions in the armed forces, armaments, and military establishments of states, including strategic nuclear weapons delivery vehicles and countering weapons;
• Further development of methods for the peaceful settlement of disputes under the United Nations;
• Establishment of a permanent international peace force within the United Nations;
• Depending on the findings of an Experts Commission, a halt in the production of chemical, bacteriological and radiological weapons and a reduction of existing stocks or their conversion to peaceful uses;
• On the basis of the findings of an Experts Commission, a reduction of stocks of nuclear weapons;
• The dismantling or the conversion to peaceful uses of certain military bases and facilities wherever located; and
• The strengthening and enlargement of the International Disarmament Organization to enable it to verify the steps taken in Stage II and to determine the transition to Stage III.

THIRD STAGE

During the third stage of the program, the states of the world, building on the experience and confidence gained in successfully implementing the measures of the first two stages, would take final steps toward the goal of a world in which:

• States would retain only those forces, non-nuclear armaments, and establishments required for the purpose of maintaining internal order; they would also support and provide agreed manpower for a U.N. Peace Force.
• The U.N. Peace Force, equipped with agreed types and quantities of armaments, would be fully functioning.
• The manufacture of armaments would be prohibited except for those of agreed types and quantities to be used by the U.N. Peace Force and those required to maintain internal order. All other armaments would be destroyed or converted to peaceful purposes.
• The peace-keeping capabilities of the United Nations would be sufficiently strong and the obligations of all states under such arrangements sufficiently far-reaching as to assure peace and the just settlement of differences in a disarmed world.

Appendix

DECLARATION ON DISARMAMENT

THE UNITED STATES PROGRAM
FOR GENERAL AND COMPLETE DISARMAMENT
IN A PEACEFUL WORLD

The Nations of the world,
Conscious of the crisis in human history produced by the revolutionary development of modern weapons within a world divided by serious ideological differences;
Determined to save present and succeeding generations from the scourge of war and the dangers and burdens of the arms race and to create conditions in which all peoples can strive freely and peacefully to fulfill their basic aspirations;
Declare their goal to be: A free, secure, and peaceful world of independent states adhering to common standards of justice and international conduct and subjecting the use of force to the rule of law; a world where adjustment to change takes place in accordance with the principles of the United Nations; a world where there shall be a permanent state of general and complete disarmament under effective international control and where the resources of nations shall be devoted to man's material, cultural, and spiritual advance;
Set forth as the objectives of a program of general and complete disarmament in a peaceful world:
(a) The disbanding of all national armed forces and the prohibition of their reestablishment in any form whatsoever other than those required to preserve internal order and for contributions to a United Nations Peace Force;
(b) The elimination from national arsenals of all armaments, including all weapons of mass destruction and the means for their delivery, other than those required for a United Nations Peace Force and for maintaining internal order;
(c) The establishment and effective operation of an International Disarmament Organization within the framework of the United Nations to ensure compliance at all times with all disarmament obligations;
(d) The institution of effective means for the enforcement of international agreements, for the settlement of disputes, and for the maintenance of peace in accordance with the principles of the United Nations.
Call on the negotiating states:
(a) To develop the outline program set forth below into an agreed plan for general and complete disarmament and to continue their efforts without interruption until the whole program has been achieved;
(b) To this end to seek to attain the widest possible area of agreement at the earliest possible date;
(c) Also to seek --- without prejudice to progress on the disarmament program --- agreement on those immediate measures that would contribute to the common security of nations and that could facilitate and form a part of that program.
Affirm that disarmament negotiations should be guided by the following principles:
(a) Disarmament shall take place as rapidly as possible until it is completed in stages containing balanced, phased and safeguarded measures, with each measure and stage to be carried out in an agreed period of time.
(b) Compliance with all disarmament obligations shall be effectively verified from their entry into force. Verification arrangements shall be instituted progressively and in such a manner as to verify not only that agreed limitations or reductions take place but also that retained armed forces and armaments do not exceed agreed levels at any stage.
(c) Disarmament shall take place in a manner that will not affect adversely the security of any state, whether or not a party to an international agreement or treaty.
(d) As states relinquish their arms, the United Nations shall be progressively strengthened in order to improve its capacity to assure international security and the peaceful settlement of differences as well as to facilitate the development of international cooperation in common tasks for the benefit of mankind.
(e) Transition from one stage of disarmament to the next shall take place as soon as all the measures in the preceding stage have been carried out and effective verification is continuing and as soon as the arrangements that have been agreed to be necessary for the next stage have been instituted.
Agree upon the following outline program for achieving general and complete disarmament:

STAGE I

A. To Establish an International Disarmament Organization:
(a) An International Disarmament Organization (IDO) shall be established within the framework of the United Nations upon entry into force of the agreement. Its functions shall be expanded progressively as required for the effective verification of the disarmament program.
(b) The IDO shall have: (1) a General Conference of all the parties; (2) a Commission consisting of representatives of all the major powers as permanent members and certain other states on a rotating basis; and (3) an Administrator who will administer the Organization subject to the direction of the Commission and who will have the authority, staff, and finances adequate to assure effective impartial implementation of the functions of the Organization.
(c) The IDO shall: (1) ensure compliance with the obligations undertaken by verifying the execution of measures agreed upon; (2) assist the states in developing the details of agreed further verification and disarmament measures; (3) provide for the establishment of such bodies as may be necessary for working out the details of further measures provided for in the program and for such other expert study groups as may be required to give continuous study to the problems of disarmament; (4) receive reports on the progress of disarmament and verification arrangements and determine the transition from one stage to the next.

B. To Reduce Armed Forces and Armaments:
(a) Force levels shall be limited to 2.1 million each for the U.S. and U.S.S.R. and to appropriate levels not exceeding 2.1 million each for all other militarily significant states. Reductions to the agreed levels will proceed by equitable, proportionate, and verified steps.
(b) Levels of armaments of prescribed types shall be reduced by equitable and balanced steps. The reductions shall be accomplished by transfers of armaments to depots supervised by the IDO. When, at specified periods during the Stage I reduction process, the states party to the agreement have agreed that the armaments and armed forces are at prescribed levels, the armaments in depots shall be destroyed or converted to peaceful uses.
(c) The production of agreed types of armaments shall be limited.
(d) A Chemical, Biological, Radiological (CBR) Experts Commission shall be established within the IDO for the purpose of examining and reporting on the feasibility and means for accomplishing the verifiable reduction and eventual elimination of CBR weapons stockpiles and the halting of their production.

C. To Contain and Reduce the Nuclear Threat:
(a) States that have not acceded to a treaty effectively prohibiting the testing of nuclear weapons shall do so.
(b) The production of fissionable materials for use in weapons shall be stopped.
(c) Upon the cessation of production of fissionable materials for use in weapons, agreed initial quantities of fissionable materials from past production shall be transferred to non-weapons purposes.
(d) Any fissionable materials transferred between countries for peaceful uses of nuclear energy shall be subject to appropriate safeguards to be developed in agreement with the IAEA.
(e) States owning nuclear weapons shall not relinquish control of such weapons to any nation not owning them and shall not transmit to any such nation information or material necessary for their manufacture. States not owning nuclear weapons shall not manufacture such weapons, attempt to obtain control of such weapons belonging to other states, or seek or receive information or materials necessary for their manufacture.
(f) A Nuclear Experts Commission consisting of representatives of the nuclear states shall be established within the IDO for the purpose of examining and reporting on the feasibility and means for accomplishing the verified reduction and eventual elimination of nuclear weapons stockpiles.

D. To Reduce Strategic Nuclear Weapons Delivery Vehicles:
(a) Strategic nuclear weapons delivery vehicles in specified categories and agreed types of weapons designed to counter such vehicles shall be reduced to agreed levels by equitable and balanced steps. The reduction shall be accomplished in each step by transfers to depots supervised by the IDO of vehicles that are in excess of levels agreed upon for each step. At specified periods during the Stage I reduction process, the vehicles that have been placed under supervision of the IDO shall be destroyed or converted to peaceful uses.
(b) Production of agreed categories of strategic nuclear weapons delivery vehicles and agreed types of weapons designed to counter such vehicles shall be discontinued or limited.
(c) Testing of agreed categories of strategic nuclear weapons delivery vehicles and agreed types of weapons designed to counter such vehicles shall be limited or halted.

E. To Promote the Peaceful Use of Outer Space:
(a) The placing into orbit or stationing in outer space of weapons capable c,f producing mass destruction shall be prohibited.
(b) States shall give advance notification to participating states and to the IDO of launchings of space vehicles and missiles, together with the track of the vehicle.

F. To Reduce the Risks of War by Accident, Miscalculation, and Surprise Attack:
(a) States shall give advance notification to the participating states and to the IDO of major military movements and maneuvers, on a scale as may be agreed, which might give rise to misinterpretation or cause alarm and induce countermeasures. The notification shall include the geographic areas to be used and the nature, scale and time span of the event.
(b) There shall be established observation posts at such locations as major ports, railway centers, motor highways, and air bases to report on concentrations and movements of military forces.
(c) There shall also be established such additional inspection arrangements to reduce the danger of surprise attack as may be agreed.
(d) An international commission shall be established immediately within the IDO to examine and make recommendations on the possibility of further measures to reduce the risks of nuclear war by accident, miscalculation, or failure of communication.

G. To Keep the Peace:
(a) States shall reaffirm their obligations under the U.N. Charter to refrain from the threat or use of any type of armed force--including nuclear, conventional, or CBR--contrary to the principles of the U.N. Charter.
(b) States shall agree to refrain from indirect aggression and subversion against any country.
(c) States shall use all appropriate processes for the peaceful settlement of disputes and shall seek within the United Nations further arrangements for the peaceful settlement of international disputes and for the codification and progressive development of international law.
(d) States shall develop arrangements in Stage I for the establishment in Stage II of a U.N. Peace Force.
(e) A U.N. peace observation group shall be staffed with a standing cadre of observers who could be dispatched to investigate any situation which might constitute a threat to or breach of the peace.

STAGE II

A. International Disarmament Organization:
The powers and responsibilities of the IDO shall be progressively enlarged in order to give it the capabilities to verify the measures undertaken in Stage II.

B. To Further Reduce Armed Forces and Armaments:
(a) Levels of forces for the U.S., U.S.S.R., and other militarily significant states shall be further reduced by substantial amounts to agreed levels in equitable and balanced steps.
(b) Levels of armaments of prescribed types shall be further reduced by equitable and balanced steps. The reduction shall be accomplished by transfers of armaments to depots supervised by the IDO. When, at specified periods during the Stage II reduction process, the parties have agreed that the armaments and armed forces are at prescribed levels, the armaments in depots shall be destroyed or converted to peaceful uses.
(c) There shall be further agreed restrictions on the production of armaments.
(d) Agreed military bases and facilities wherever they are located shall be dismantled or converted to peaceful uses.
(e) Depending upon the findings of the Experts Commission on CBR weapons, the production of CBR weapons shall be halted, existing stocks progressively reduced, and the resulting excess quantities destroyed or converted to peaceful uses.

C. To Further Reduce the Nuclear Threat:
Stocks of nuclear weapons shall be progressively reduced to the minimum levels which can be agreed upon as a result of the findings of the Nuclear Experts Commission; the resulting excess of fissionable material shall be transferred to peaceful purposes.

D. To Further Reduce Strategic Nuclear Weapons Delivery Vehicles:
Further reductions in the stocks of strategic nuclear weapons delivery vehicles and agreed types of weapons designed to counter such vehicles shall be carried out in accordance with the procedure outlined in Stage I.

E. To Keep the Peace:
During Stage II, states shall develop further the peace-keeping processes of the United Nations, to the end that the United Nations can effectively in Stage III deter or suppress any threat or use of force in violation of the purposes and principles of the United Nations:
(a) States shall agree upon strengthening the structure, authority, and operation of the United Nations so as to assure that the United Nations will be able effectively to protect states against threats to or breaches of the peace.
(b) The U.N. Peace Force shall be established and progressively strengthened.
(c) States shall also agree upon further improvements and developments in rules of international conduct and in processes for peaceful settlement of disputes and differences.

STAGE III

By the time Stage II has been completed, the confidence produced through a verified disarmament program, the acceptance of rules of peaceful international behavior, and the development of strengthened international peace-keeping processes within the framework of the U.N. should have reached a point where the states of the world can move forward to Stage III. In Stage III progressive controlled disarmament and continuously developing principles and procedures of international law would proceed to a point where no state would have the military power to challenge the progressively strengthened U.N. Peace Force and all international disputes would be settled according to the agreed principles of international conduct.

The progressive steps to be taken during the final phase of the disarmament program would be directed toward the attainment of a world in which:
(a) States would retain only those forces, non-nuclear armaments, and establishments required for the purpose of maintaining internal order; they would also support and provide agreed manpower for a U.N Peace Force.
(b) The U.N. Peace Force, equipped with agreed types and quantities of armaments, would be fully functioning.
(c) The manufacture of armaments would be prohibited except for those of agreed types and quantities to be used by the U.N. Peace Force and those required to maintain internal order. All other armaments would be destroyed or converted to peaceful purposes.
(d) The peace-keeping capabilities of the United Nations would be sufficiently strong and the obligations of all states under such arrangements sufficiently far-reaching as to assure peace and the just settlement of differences in a disarmed world.

Dylann Storm to be sacrificed?

Will Dylann Roof be sacrificed on the way to his arraignment, or perhaps just after?  It's already known that the shooting is a set-up by the United States government in conjunction with the South Carolina state and City of Charleston governments, along with several law enforcement agencies, including the Federal Bureau of Investigation.  With the holiday of Lughnasa around the corner, a known Illuminati sacrifice night, and Mr. Storm's arraignment hearing changed to this Monday, will we see "an outraged black man upset over the shooting of nine members of the AME church in Charleston" fatally shoot Mr. Roof on the way to his arraignment?

Mass Shooting In Charleston SC A Fake; Story Posted At Least On Jun 16

CHARLESTON, SC -- (WorthyNews)  A shooting inside one of South Carolina's oldest black churches appears to be a false flag event.

At approximately 12:00 AM, June 18, a web posting on Yahoo! News stated there was a shooting at a historically black church in downtown Charleston.  This was "confirmed" by a news broadcast from wltx.com, Channel 19.1 out of Columbia, SC.

However, after typing in the search criteria, "shooting inside church in Charleston SC" on Firefox, multiple online news sources, including cnn.com, abcnews.go.com, pix11.com, and nydailynews.com, all report the same story, only they posted it to their web sites on June 16, 2015, a full day before it happened, which according to the official narrative, happened around 9 PM on June 17.  A copy of the link to the search results can be found here:  https://search.yahoo.com/yhs/search?ei=UTF-8&type=agc511&hspart=avast&hsimp=yhs-001&p=shooting+inside+church+in+Charleston+SC.

What is interesting to note is the fact that going to each of these different sites, they all say the posts were made on either the 17th or the 18th, which is today.  This means that the entire shooting was planned some days in advance, including any supposed victims, such as the pastor, Clementa Pinckney, and the supposed gunman, who according to police has not yet been caught.

While the ultimate intentions of these actions is not clear, it appears as though it is designed to cause racial tensions between blacks and whites.  Indeed, South Carolina, especially the Charleston area, is sensitive to racial tensions, especially in the days since Walter Scott, a black man, was shot and killed by a white police officer.

The implications are staggering.  This means that not only are the members of Mother Emanuel AME Church involved in this act of trying to incite a riot by inflaming racial tensions, but also members of the Charleston Police Department, and Charleston Mayor Joe Riley who supports the obviously false narrative given by CPD Chief Greg Mullen.  Even the South Carolina Law Enforcement Division and the Federal Bureau of Investigation appear to be in on the crime.

Truly, these are wicked times we are living in.

Carl Derek Havord Cooper told investigators that he shot the manager of a Starbucks coffee shop in July 1997 because she refused to give him the keys to a safe that held more than $10,000 in cash.

He demanded the keys, but Mary Caitrin Mahoney said no, according to Cooper's account. He fired a warning shot into the ceiling. Mahoney ran into the hall. Cooper caught her and wrestled her for the keys. She resisted, and he shot her dead.

        (He shot her dead?  This is nothing but a pathetic cover-up line used only for sensationalism.  If the reader is not aware of it, this statement will draw the reader to believe that the author of the story is being honest.  Peter Slevin appears to be on the payroll of those that wanted Mary Mahoney dead.)

Cooper said he then turned and shot two remaining Starbucks workers. When one moaned, still alive, the gunman shot him twice more in the head. Without grabbing any money, Cooper hurried from the Wisconsin Avenue NW store, raced across town, ditched his guns and washed the blood from his clothes.

        (A man attempts to rob a store for cash, kills three employees, takes the keys to the safe, then takes off without taking the cash?  No.  Carl Cooper was not there for the cash, but to kill Mary Mahoney.  The two Starbucks employees that were in there after the shooting were already dead.  If they would have stayed behind after Mr. Cooper killed Mary Mahoney, it would have been to help her, which according to this story, they did not.  This was a planted statement.)

The details come from a D.C. police affidavit unsealed yesterday in D.C. Superior Court, where Cooper was ordered held without bond in the slayings of the three employees. Cooper waived his right to silence and gave, in writing, a detailed account of the killings, according to the affidavit.

        (Even people who are guilty do not waive their right to silence, but rather wait to talk to an attorney.  Mr. Cooper was paid to do this, likely in exchange for life in prison and not the death penalty.)

In court, Cooper clasped his hands behind his back and said nothing. His court-appointed attorney, Steven R. Kiersh, told Hearing Commissioner Pamela Young Diaz that Cooper will not say more without a lawyer present. Cooper's account emerged during two days of intensive questioning at Prince George's County police headquarters.

"We ask that no one in any case make any attempt to speak with Mr. Cooper outside my presence," Kiersh said yesterday. Prosecutor Kenneth L. Wainstein's request that hair and blood samples be taken from Cooper will be honored by the defense without objection.

        (Mr. Kiersh appears very chatty here.  There is no need to repeat himself, unless he's trying to hide something.  Of course, the defense will honor the prosecutor's request for blood and hair samples without question.  Mr. Cooper not only confessed to the crime, but is also a hired assassin.  Miss Mahoney's murder was an assassination.  The reason that people are requested to refrain from speaking to Mr. Cooper is that Mr. Kiersh thinks someone might be able to get the truth out of him.)

The unsealed affidavit opens a window into a murder case that for 20 months was one of the city's ugliest mysteries. Signed by Lt. Brian Reed McAllister, who heads the special investigations squad at D.C. homicide, the document indicates that Cooper left a few clues early and talked up a storm once in custody.

        (Why bring in a special investigations cop?  If this was just an ordinary robbery/murder, there would be no need to bring in a special investigations officer.  Someone is trying to cover something up for someone very powerful and Lt. Brian Reed McAllister is involved in the plot.  Also, why use Lt. McAllister's full name?  Why not just say Lt. Brian McAllister?  Again, too much information for the situation.

        Also, what clues did Mr. Cooper leave at the the scene of the crime?  Or does it even matter since the whole thing is one giant conspiracy?)

Cooper, 29, told investigators that he spent about a month planning to rob the Starbucks at 1810 Wisconsin Ave. NW, just north of Georgetown. A prosecution witness, identified in the affidavit only as a "close friend" of Cooper's, told police that Cooper invited him to participate in the robbery.

        (2+9=11.  The use of the number 11 is an occult call sign used to signify allegiance to a particular cause or group.  Whoever is behind the killing of Mary Mahoney is definitely into dark occult practices as both former and later evidence leads.  The non-participating accomplice is merely a stage actor, brought in to help give credibility to the story.)

The witness said that he agreed to take part but that Cooper never followed up and did not take him along, an account that police said Cooper verified during hours of questioning. Cooper acted alone and fired two guns during the slayings, police said, a .38-caliber snub-nosed revolver and a .380-caliber pistol.

        (The occultists are identifying themselves again, both in the address of the Starbucks and in the caliber of the guns used:  1810 Wisconsin Ave. NW, .38-caliber snub-nose revolver, .380-cailber pistol - 11x8=88, 3+8=11, 3+8+0=11.  This serves as a triple confirmation of occult involvement.  This suggests the assassination of Mary Mahoney was carefully thought out, in advance, which in turn suggests high-powered people with lots of money were connected to Miss Mahoney and wanted her dead, people that she possibly had damaging information on, people who would be willing to kill her.)

As he plotted the robbery, Cooper said, he wanted to make sure there was plenty of cash the night he struck. So he chose a Sunday night, and not just any Sunday night, but the end of a busy Fourth of July weekend

        (In specifically choosing a Sunday, this indicates something special about that day of the week.  The Sunday after July 4, 1997 is July 6.  Again occult involvement is seen.  One should remember, when reading articles written about the occult, the person is not necessarily being asked to believe in the things practiced, but rather that there are people who do, and that sometimes those people are very powerful.

        The connection to the occult in the date July 6 is twofold.  First, 07/06 becomes 7+6 which equals 13.  The number thirteen has long been considered an unlucky number and is used in connection with rebellion against authority.  The authority in this case appears to be none other than former President William (Bill) Jefferson Clinton, 42nd President of the United States of America.  Miss Mahoney was known to have said that she plans on doing something about all of the women that were sexually assaulted by President Clinton.  This would certainly be in rebellion against President Clinton's desire for women to keep quiet regarding his assault of them, which included accounts of physical assault upon both men and women regarding unwanted sexual encounters by one Larry Nichols, a long-time former friend of President Clinton, who, by his own admission, assassinated people for the Clinton's (both Bill and Hilary it seems), apparently on American soil.  An interview with Mr. Nichols can be heard on Youtube in which he confesses to having assaulted and killed  people for, in his words, "The Clinton's", can be found here:  https://www.youtube.com/watch?v=KWL_NBJN5cA

The other occult signature seen in the numbers is 7x6=42.  This number is associated with the Antichrist, also called the son of Satan.  This also seems to signal to members of the occult that President Clinton himself is behind the assassination of Mary Mahoney.  Mary Mahoney was known to have worked for President Clinton and said to have been sexually assaulted (not necessarily raped) by him on at least one occasion.  She is also said to have talked to a number of women who were sexually assaulted by President Clinton, including Monica Lewinsky, although she appears to have not been raped, but had sexual relations with him willingling.  Miss Lewinsky may have even played a part in the murder of Mary Mahoney, becoming friends with her so as to keep tabs on her and what she planned to do against President Clinton.

        Not so coincidentally, President Clinton has also been called Antichrist, although it is believed by me that he is not THE Antichrist.)

Just to be sure that business was brisk, Cooper told police, he visited the Starbucks that morning. By the time he parked his car in upscale Burleith and walked into the shop after closing time, the safe held more than $10,000.

Cooper announced that he was robbing the store, and he forced the three Starbucks workers into a rear office, where the safe was located. Mary Caitrin Mahoney, 25, known as Caity, was the manager on duty. The other employees were Emory Allen Evans and Aaron David Goodrich.

        (Earlier in this article Mr. Slevin gives details that suggest the other two employees, Emory Allen Evans and Aaron David Goodrich, were behind Mr. Cooper after he killed Miss Mahoney.  Yet in this statement we are led to believe that the other two were in the office with Miss Mahoney.  This adds further evidence to murder-for-hire and cover-up, one that includes Mr. Slevin.)

After Mahoney's refusal to yield the keys, the warning shot and the struggle over the keys, Cooper shot Mahoney first with one pistol, then with the other, five times in all. He remembered shooting Evans, 25, three times. The second two shots were intended "to put him out of his pain," the affidavit said. He shot Goodrich, 18, once.

A Starbucks supervisor found the bodies the next morning. McAllister said the details provided by Cooper match evidence from the crime scene. Police found a bullet in the ceiling and 10 shell casings, and the shooting pattern that Cooper described is consistent with the autopsy results, McAllister reported.

        (In not picking up the shells from the two guns, it appears as though Mr. Cooper wanted to be caught, an idea consistent with an assassination paid for by someone with a lot of money, someone like President Clinton, someone willing to take jail time to hide the deeds of another.  The use of Emory Evans' age in this section gives us a further connection to the occult.

        To an (dark) occultist, the number 5 signifies death.  The number 5 is used twice here (25=5x5), which gives us another 11, not only an occult call sign, but also a number associated with separation, sometimes meaning separation from life.  This is also seen in the murder/crucifixion of Jesus Christ in that he was 33 when he was crucified (11x3=33).  This is consistent with both the occult nature of the murder and the fact that it was a murder that was committed.

        Another connection to the occult occurs with Aaron Goodrich's age, 18.  As you may know the number 18 is sometimes arrived at by using the formula 3x6.  When you put the numbers side by side, you get 6,6,6, or 666 which is the number of the beast (Antichrist) which, in turn, points back to President Clinton.  It appears as though this murder was also done in direct defiance of the Lord Jesus, to provoke him to anger.)

Cooper, the son of a church deacon, lived with his wife and 4-year-old son in the 1200 block of Gallatin Street NE. He was arrested March 1 by Prince George's police, who charged him with attempted murder in the 1996 shooting in a Hyattsville park of Officer Bruce Howard, then off-duty.

District police got a break in the case after "America's Most Wanted" repeated an episode about the unsolved Starbucks case. A woman called with a tip, saying she was dating a man who knew Cooper. The man had told her that Cooper admitted being the Starbucks killer.

The woman wore a hidden microphone at the request of D.C. police, who recorded her conversations with her boyfriend about Cooper and the case. D.C. police also tapped Cooper's telephone, with judicial permission. With Prince George's police investigating the Howard shooting, the two departments and the FBI worked together to put Cooper under a microscope.

        (This is more fluff, details used to help fill out a story.  Even Jesus Christ used fluff on occasion when it helped him out when he spoke parables to people.  The woman that wore the microphone and the boyfriend were paid accomplices in the murder of Mary Mahoney.)

Police said earlier this month that Cooper at one point told detectives that a friend named Keith Covington joined him in the Starbucks robbery and shot the three victims. Questioned for 15 hours, Covington denied everything, took a polygraph test and passed. He was not charged.

"If I killed them, I'd say I killed them. But that's not me. I'm not saying I'm a saint, but I'm not going to go out and kill people," Covington, who grew up with Cooper in North Michigan Park, said after he was released. "You've got to be a dummy or a psycho to do something like that. That was evil."

The conclusion seems clear:  President Clinton paid Carl Cooper to kill Mary Mahoney for starting to take action against him, actions that could have gotten him removed from being President of the United States; and that President Clinton had her killed as part of an occult ritual, the use of such things being done even in the churches.

Snowden stole 'keys to the kingdom':  NSA official

(Forerunner of Jesus Christ) (America; reference to the kingdom of Heaven; the place from which God rules the universe; President Obama is promoting himself as Jesus Christ again (poor imitation))

Washington (the town on a wash or creek) (AFP) - US intelligence leaker (US citizen who reveals information the government doesn't want the American public to know) Edward (guardian of prosperity) Snowden (snowy peak) effectively stole the "keys to the kingdom" when he swiped more than 1.5 million top secret files, a senior National (owned, maintained, or controlled by the central government of a nation (anything that comes out of here comes directly from President Obama) Security (the quality or state of being secure, as in freedom from danger; safety)(the image presented by the NSA is that they are here to protect us, yet they constantly spy on us, which is an invasion (destructive insertion into) of our privacy.) Agency (an organization, especially a company, that acts as the agent, representative, or subcontractor of a person or another company; government organization)(NSA; when spelled out in full, it makes the NSA look important, threatening, or both) official said in an interview aired Sunday.

Rick (stack of hay or straw stacked into a rectangular shape for storage and covered at the top to protect it from the weather; similar in shape to the Ark of the Covenant) Ledgett (one who represented a state as its ambassador or legate, i.e. an official representative - in this case, one who speaks as though he were President Obama), who heads the NSA's (National Security Agency) taskforce (unit or formation established to work on a single defined task or activity.  Originally introduced by the United States Navy; NSA possibly has received kill authority regarding Edward Snowden, meaning if the see him and can kill him, then they should) in charge of assessing the impact of Snowden's leaks (melting snow; runoff caused by melting snow), told CBS (Columbia Broadcasting System; Columbia (which means peace) standing for Washington, District of Columbia, a direct indication that President Obama is behind what is being said) televisions's (suggests multiple relay stations under its control, i.e. President Obama has control of the television networks of the United States of America; he is telling them what to say and what not to say) "60 Minutes" (reference to three passages from the book of Revelation, all of which reference the end of Babylon, cities were nations in old time, thus when used here it represents the end of Obama's nation, i.e. his presidency) that the contractor possessed a "roadmap" of the US intelligence community's strengths and weaknesses.

NSA chief General (commanding officer in a military division, especially in regards to a nation; by implication, the NSA is now a part of the United States military) Keith (woods) Alexander (protector of man) meanwhile said that suggestions the agency was routinely eavesdropping (secretly listening to; monitoring) on the phone calls of Americans was false, insisting that less than 60 "US persons" (citizens of the United States of America) were currently being targeted (US citizens are being targeted) worldwide (with the help of foreign nations, Japan, India, and Australia being chief among them, yet under the directorate of China (JIA - a jia is an ancient Chinese vessel used for holding or heating wine and for pouring wine into the ground during a memorial ceremony; this indicates a ritual performance taking place in General Alexander's speech; also a reference to God's wrath poured out upon Babylon as mentioned in Revelation (Washington, D.C. is substituted for Babylon in case at hand)).

Ledgett (official spokesperson) said of particular concern was Snowden's theft of around 31,000 (31 is the gematria of the Hebrew word El, meaning God; further evidence that President Obama thinks of himself up as God) documents the NSA official described as an "exhaustive list of the requirements (a requirement is something that is under obligation; in this instance, the NSA is under obligation to perform illegal actions (under obligation to whom)) that have been levied (a levy is a tax; the NSA is paying protection (blackmail) money to someone?) against the National Security Agency."(This indicates that the NSA is being shaken down.  President Obama is the one performing the shake-down.  This means that he has incriminating evidence against top NSA officials, and is threatening to reveal it if they don't cooperate.)

"What that gives is, what topics we're interested in (types of information being sought, i.e. subversives to President Obama those critical of him, a reference to the NSA spying on American citizens, especially those of a non-terrorist nature), where our gaps are (areas they are having a hard time gettng information from; could be used to generate a list of enemies, i.e. (lone wolfs, home-grown terrorists)," said Ledgett (President Obama's offical spokesman).  "Additional information about US capabilities and US gaps is provided as part of that."(President Obama, through the National Security Agency, is provided offensive and defensive capabilities to Brazil, Russia, India, and China (BRIC coalition)).

The information could potentially offer a rival nation a "roadmap of what we know, what we don't know, and give them -- implicitly (indicating not directly stated) -- a way to protect their information from the US intelligence community's view," the NSA official added.(Interpretation:  President Obama has agreed to give up detailed information on how to defeat us, and has agreed to stop spying on BRIC nations, in exchange for some (position) after the United States is destroyed.  This practice is a variation of what was done under Augustus Julian in the latter days of the Roman Empire, when he defeated enemies and made their generals or chiefs commanders of his own armies.)

"It is the keys to the kingdom."  (An agreement to persecute, and/or kill Christians appears to be part of the deal.)

Ledgett (Obama's official spokesman) said he (President Obama) would be open to the possibility of an amnesty (A pardon extended by the government to a group or class of persons, usually for a political offense; the act of a sovereign power officially forgiving certain classes of persons who are subject to trial but have not yet been convicted.  This is greater than a pardon, in as much as it erases all legal remembrance of the offense.  The implication is that Christianity/faith in Jesus Christ is a crime in the United States of America, certain Christians have been designated terrorists, and President Obama is offering an amnesty to those Christians (and others) who are leaking information about him if they would only stop.  Satan tried a similar tactic on Jesus, saying that he would give him all the kingdoms of the world if he would bow down and worship him) for Snowden (snowy hill), who remains exiled in Russia (from the old French rous, meaning red, and El, the Hebrew word God; under the protection of the land of the red God, a.k.a. the kingdom of Heaven (remember the keys to the kingdom reference earlier)), if he agreed to stop further leaks of classified information.(No deal for President Obama.)

"My personal view is, yes, it's worth having a conversation about" a possible deal, said Ledgett (President Obama's (he being a type of antichrist) official spokesperson (a type/foreshadowing of THE false prophet)).

Snowden (Not Edward Snowden, but another American citizen) has been charged with espionage (spying) by US authorities for divulging reams of secret files  (Reams of secret files is a reference to revealing hidden references to anal sex contained in everyday things, such as movies like Monsters, Inc. and Tangled).

But Alexander rejected the idea of any amnestry for Snowden.

"This is analogous to a hostage-taker taking 50 (number of jubilee in the Bible; also called the year of return (in that it is a type of sabbath year), in that all property taken from someone should be returned to them, and all debts should be forgiven) peole hostage, shooting 10 (number representing the perfection of divine order) and then say "You give me full amnesty and I'll let the other 40 (number of trial) go," Alexander told '60 Minutes'".(10 then 40, a reference to radio code 10-40, which is 'All Clear:  No Further Assistance Needed,' which is a veiled, supporting reference to the amnesty deal being offered by President Obama.)(No deal, Mr. President.)

Alexander also challenged the view that the NSA was engaged in widespread surveillance of Americans.

"NSA (Notice that the NSA is referred to as NSA, as though it were a separate entity unto itself.  This is referencing the abomination of desolation mentioned in the book of Daniel, which is the image of the beast (Antichrist) mentioned in Revelation 13 that is set up by the false prophet, in this case, the head of the NSA.  The abomination of desolation is a a duplicate image of Antichrist, thus the NSA is a duplication of President Obama in the way that he acts and thinks.  It has been speculated by many that the abomination of desolation will be a machine/human hybrid) can only target the communications of a US person with a probable cause finding under specific court order (In other words, a terrorist or suspected terrorist.  There are at least 72 types of terrorists or terrorist organizations in the United States of America.  This list includes anyone who is in favor of individual liberties, defeating Communism, against homosexuality, against Agenda 21 (UN plan for de-populating the earth), to anyone believing that their personal and/or national way of life is under attack, anti-abortion (purposeful killing of the unborn), those that believe in end-times prophecies, evangelical Christians (Christians that actually follow Jesus command to go into the world, making disciples of all nations), among others)," he said, referring to the secret Foreign Intelligence Surveillance Court (FISC).(By referencing FISC in the use of spying on American citizens, even though mentioned as American citizens in a foreign country (such as the kingdom of Heaven), it can be safely assumed that their citizenship has been revoked by the United States government, or that they are declared enemy combatants, a term used to describe soldiers in the army or other military-like organization, such as terrorist organizations like al-Qaeda.  Terrorists with American, that is, U.S. citizenship are called home-grown terrorists.  Please go to http://www.activistpost.com/2013/08/72-types-of-americans-that-are.html for a list of classifications that the United States government considers terroristic in nature.)

This is about as clear and easy to understand as it can be. The article below is completely neutral, neither anti-republican or democrat. Charlie Reese, a retired reporter for the Orlando Sentinel, has hit the nail directly on the head, defining clearly who it is that in the final analysis must assume responsibility for the judgments made that impact each one of us every day. 545 vs. 300,000,000 People

Politicians are the only people in the world who create problems and then campaign against them.

Have you ever wondered, if both the Democrats and the Republicans are against deficits, WHY do we have deficits?

Have you ever wondered, if all the politicians are against inflation and high taxes, WHY do we have inflation and high taxes?

You and I don't propose a federal budget. The President does.

You and I don't have the Constitutional authority to vote on appropriations. The House of Representatives does.

You and I don't write the tax code, Congress does.

You and I don't set fiscal policy, Congress does.

You and I don't control monetary policy, the Federal Reserve Bank does.

One hundred senators, 435 congressmen, one President, and nine Supreme Court justices equates to 545 human beings out of the 300 million are directly, legally, morally, and individually responsible for the domestic problems that plague this country.

I excluded the members of the Federal Reserve Board because that problem was created by the Congress. In 1913, Congress delegated its Constitutional duty to provide a sound currency to a federally chartered, but private, central bank.

I excluded all the special interests and lobbyists for a sound reason. They have no legal authority. They have no ability to coerce a senator, a congressman, or a President to do one cotton-picking thing. I don't care if they offer a politician $1 million dollars in cash. The politician has the power to accept or reject it. No matter what the lobbyist promises, it is the legislator's responsibility to determine how he votes.

Those 545 human beings spend much of their energy convincing you that what they did is not their fault. They cooperate in this common con regardless of party.

What separates a politician from a normal human being is an excessive amount of gall. No normal human being would have the gall of a Speaker, who stood up and criticized the President for creating deficits.. ( The President can only propose a budget. He cannot force the Congress to accept it.)

The Constitution, which is the supreme law of the land, gives sole responsibility to the House of Representatives for originating and approving appropriations and taxes. Who is the speaker of the House?( John Boehner. He is the leader of the majority party. He and fellow House members, not the President, can approve any budget they want. ) If the President vetoes it, they can pass it over his veto if they agree to. [The House has passed a budget but the Senate has not approved a budget in over three years. The President's proposed budgets have gotten almost unanimous rejections in the Senate in that time. ]

It seems inconceivable to me that a nation of 300 million cannot replace 545 people who stand convicted -- by present facts -- of incompetence and irresponsibility. I can't think of a single domestic problem that is not traceable directly to those 545 people. When you fully grasp the plain truth that 545 people exercise the power of the federal government, then it must follow that what exists is what they want to exist.

If the tax code is unfair, it's because they want it unfair.

If the budget is in the red, it's because they want it in the red.

If the Army & Marines are in Iraq and Afghanistan it's because they want them in Iraq and Afghanistan ..

If they do not receive social security but are on an elite retirement plan not available to the people, it's because they want it that way.

There are no insoluble government problems.

Do not let these 545 people shift the blame to bureaucrats, whom they hire and whose jobs they can abolish; to lobbyists, whose gifts and advice they can reject; to regulators, to whom they give the power to regulate and from whom they can take this power.
Above all, do not let them con you into the belief that there exists disembodied mystical forces like "the economy," "inflation," or "politics" that prevent them from doing what they take an oath to do.
