A Sign Of Police "Brotherhood"?

This is an important symbol to police officers, so much so that according to Wikipedia, police have discouraged civilians from using it.  This appears to be a signal to other police officers that they are "one of the gang."

If you see this symbol on a personal vehicle, be careful.  The vehicle in question may be the personal vehicle of a police, not law enforcement, officer.
