Domestic tranquility is the ability to live peacefully in one's own house, and by extension country, free from hostility and aggression by one's neighbors and their government. The founding fathers of the United States of America knew that they could not protect us from all forms of hostility and aggression. The United States Constitution was written specifically to give us the ability to defend ourselves against hostile forces, from without and from within; to make certain, to guarantee, that if THE PEOPLE OF THE UNITED STATES were ever under attack, that we would be able to fight our attackers, thus securing life, liberty, and property, for ourselves and our descendants.

common - "of or relating to a community at large; characterized by a lack of privilege or special status"
defence/defense - "the act of defending someone or something from attack; something that is used to protect yourself, your country, etc"
To provide for the common defense means to supply or make available the ability to protect against attack the citizenry of a given territory, in this case, the citizens of the United States of America. The founding fathers knew that in order for us to live in peace they would have to fight, sometimes even to death, in order to be able to live in that peace. They also knew that not everyone would be able to defend themselves, especially against an invasionary force of multiple attackers. Thus they saw it as their responsibility, their obligation to us, to fight for those that could not fight for themselves. Indeed, it is the obligation of government to defend the rights of its citizens, even when they have no knowledge of those rights. This includes the ability to defend themselves against corrupt elements of said government, whether it be against people, taxes, laws, or any other form of wickedness found within itself. All government exists for the uplifting and protection of the less fortunate. All government exists to guarantee life, liberty, and property to those within its borders, as long as they are here lawfully.
